Violation of plant quarantine, Vietnamese agricultural products will face the risk of losing the Chinese market

The Ministry of Agriculture and Rural Development has just issued Official Letter No. 4835/BNN-BVTV to the People's Committees of provinces and cities, requesting control of plant quarantine subjects in growing areas, export packing facilities and at border gates .

The official dispatch stated that the Ministry of Agriculture and Rural Development received a number of notices from the General Administration of Customs of China regarding the violation of phytosanitary requirements of shipments of bananas, jackfruit, mango, longan, dragon fruit and durian exported from Vietnam to the Chinese market .

The laxity of inspection and supervision at growing areas and packing facilities leads to ineffective control of phytosanitary objects of interest to the importing country and increases the number of consignments violating China's regulations, even with the risk of losing this important export market.

To ensure compliance with regulations and avoid the risk of strict control measures from China; at the same time, in order to effectively and well manage plant quarantine objects right from the growing areas and packing facilities, the Ministry of Agriculture and Rural Development proposes the People's Committees of the provinces and cities to direct the local specialized agencies to allocate enough resources to carry out inspection and supervision of the growing areas and packing establishments that have been granted codes; strengthen the propaganda and dissemination of China's regulations as well as technical guidance documents from the Ministry of Agriculture and Rural Development (Plant Protection Department) so that organizations and individuals involved in production and export to China know and comply.

Directing the Department of Agriculture and Rural Development to strengthen strict control over Chinese plant quarantine objects in the growing areas and packing facilities that have been granted codes in the province; require packing establishments to fully implement technical measures to ensure the cleaning of harmful organisms on goods before export ; have a mechanism to monitor the packaging process at the packing facilities.

For cases of violation of plant quarantine regulations according to notices from China, the Ministry of Agriculture and Rural Development will suspend the related codes to investigate the cause and apply appropriate remedial measures.

The Ministry of Agriculture and Rural Development will also apply a measure to suspend the use of planting area codes and packing facilities related to export shipments that do not meet the requirements of the Chinese side and repeat violations many times during the phytosanitary inspection.

Requesting the People's Committees of provinces and cities with export border gates to direct relevant functional agencies to coordinate with the phytosanitary agencies at the border gates to strictly inspect goods according to regulations of China and importing countries.

The Ministry of Agriculture and Rural Development said that failure to check or ensure compliance with the process can lead to missing cases that do not meet requirements and still be exported. This may lead to the application of stricter control measures by China and the importing country, even suspending the import of one or all agricultural products from Vietnam.
